Publishing a request for tender as a private developer
The private developer can choose whether to announce a procurement or to contact contractors directly.
To announce procurement, there are different electronic systems available. There is no legal requirement for a private developer to publish a request for tender.
In an electronic procurement system, the developer can publish requests, create electronic requests and allow suppliers to ask questions and submit their tenders digitally.
The information provided in a procurement system shall be sufficient for a supplier to be able to judge the nature and scope of the procurement and thus be able to decide whether or not to submit a tender.
