Validation of an accredited company for inspection of lifts and other power operated devices

Lifts and certain other motor-driven devices must be checked by companies accredited for the control of lifts and other motor-driven devices.

A brief description of the profession / competence

Lifts and certain other power operated devices shall be inspected

  1. before it is taken into use for the first time (first inspection);
  2. at intervals of at least six months and at most six years (periodic inspection); or
  3. before the device is taken into use for the first time after being altered (revision inspection).

During the inspection of the unit, it shall be verified that it meets the requirements for the protection of safety and health referred to in chapter 8. § 4 of the Planning and Building Act (2010: 900), PBL, and other adhering regulations (Boverket's regulations and general advice on lifts and other power operated devices, BFS 2011:12 with amendments)

An inspection shall be carried out by an inspection body accredited for the task.

Inspection bodies can be accredited for different types of devices. The accreditation can cover an entire area, such as lifts, but can also be limited to a certain type of device within the area.

Inspection bodies can be accredited for either both K and B Competences, or only B Competence. K competence includes design inspection. B competence includes inspection of installation as well as recurring inspections.

Qualification requirements

An inspection body accredited to perform inspection of power operated devices in buildings as referred to in chapter 5, §§ 8-11 the Planning and Building Ordinance (2011:338), PBF, shall be of type A in accordance with SS-EN ISO / IEC 17020: 2012 and meet the requirements specified below.

The inspection body must send a copy of the certificate of accreditation to Boverket.

Accredited inspection bodies must be staffed with employees qualified within the area or areas of competence to which the accreditation relates. The employees shall be either permanently employed or related to the inspection body through contract.

At least one employee must have no lower than general authorisation for low voltage, AL, according to the National Electrical Safety Board's regulations on electrical installation companies and on the execution of electrical installation work, ELSÄK-FS 2017:3.

Competence K

The technical management of the inspection body accredited K competence shall have at least one person with a relevant degree in civil engineering, or equivalent knowledge.

The inspection body accredited K competence shall have responsible inspectors who meet the following requirements:

  • regulations and standards within the area
  • materials and welding technology
  • schematics review
  • manufacturing and installation methodology
  • scope of inspection
  • calculation models
  • knowledge of devices and schemes within the area, and
  • knowledge corresponding to what is required in order to obtain limited authorization, B, according to the National Electrical Safety Board's regulations on electrical installation companies and on the execution of electrical installation work, ELSÄK-FS 2017:3.

Internship: The inspectors shall have undergone an internship under the supervision of a qualified calculation or inspection engineer. The internship must have given the trainee the opportunity to perform and report assignments of inspection under experienced technical management and supervision.

Competence B

The inspection body accredited B competence shall have responsible inspectors who meets the following requirements:

Theoretical: The inspectors must at least have a degree from three years in upper secondary school with a relevant specialization or the equivalent knowledge. They must also have completed additional theoretical education within areas relevant for the devices that are covered by their specialization .

The additional theoretical education must, depending on the device in question, involve the following:

  • regulations and standards within the area
  • inspection, the scope of the inspection and philosophy of the inspection
  • execution of the inspection
  • basic knowledge of design inspection
  • schematics review
  • knowledge of devices within the area
  • knowledge corresponding with what is required in order to obtain limited authorisation, B, according to the National Electrical Safety Board's regulations on electrical installation companies and on the execution of electrical installation work, ELSÄK-FS 2017:3, and
  • knowledge of expected types of damage.

Internship: The inspectors shall have undergone an internship under the supervision of a qualified inspection engineer. The training must have given the trainee the opportunity to perform and report assignments of inspection under experienced technical management and supervision.

To perform an installation inspection, at least one year of experience from recurring inspections is required.

How to get your qualifications or education from another EU or EEA country assessed and validated

Foreign education and professional experience will be assessed and validated by the Swedish Board of Housing, Building and Planning, Boverket, which will then issue a decision on recognition of professional qualifications.

After receiving Boverket's decision on recognition of professional qualifications, the applicant can turn to an appropriate certification body, which examines the other prerequisites for certification.
