Validation of a certified inspection manager

In the case of many construction, demolition and land measures, there must be one or more inspectors who help the client when the measures are carried out.

A brief description of the profession / competence

An inspection manager

  1. assists the client in drawing up proposals for an inspection plan and, in the case of demolition measures, assists in the inventory of hazardous waste and other waste

  2. ensures that the inspection plan and the applicable terms and conditions for the measures are complied with and that the necessary inspections are carried out

  3. in the event of deviations from regulations and conditions referred to in paragraph 2, informs the client and, if necessary, notifies the building committee.

  4. attends technical consultations and inspections as well as the building committee's visits to the construction site

  5. documents construction site visits and notes observations that may be of value in the evaluation prior to the final clearance, and

  6. issues a statement to the client and the building committee as a basis for the final clearance.

Certification may be submitted for:

  • N Competence for normal projects
  • K Competence for complicated projects.

Competence requirements

N Competence

To qualify for N competence, the applicant must have a technical education degree or completed training from at least one of the following: 

  1. university of technology engineering degree, 120 higher education credits
  2. the previous three- or four-year technical program at the upper secondary school
  3. a higher vocational education, HVE
  4. the construction program of the present upper secondary school, or
  5. other equivalent education.

The training must have taken place within relevant technical subject areas, such as building, civil engineering or installation technology.

The training requirement can also be met through equivalent training in another country within the European Union or the European Economic Area.

Practical experience

To qualify for competence N, the applicant must have practical experience from one of the areas or positions listed below for a total of at least three years:

  1. design
  2. project management
  3. production management
  4. inspection or control
  5. quality control management in accordance with SS-EN ISO 9001
  6. environmental management in accordance with SS-EN ISO 14 001
  7. managerial position
  8. quality inspection manager in accordance with 9 kap. 14 § PBL (SFS 1987:10)
  9. inspection manager in accordance with 10 kap. 9 § PBL (SFS 2010:900)
  10. building inspector or equivalent.

The practical experience shall cover at least one year from the same area. It shall be obtained through work within the construction, installation or civil engineering areas, or demolition. The experience shall mainly be from projects related the competence to be obtained.

K Competence

To qualify for K competence, the applicant must have a technical education degree or completed training from at least one of the following:

  1. engineering degree from a university of technology
  2. degree in architecture with structural engineering from a university of technology
  3. university of technology engineering degree, 180 higher education credits
  4. university of technology engineering degree, 120 higher education credits
  5. the previous three- or four-year technical program at the upper secondary school, or
  6. other equivalent education.

The training must have taken place within relevant technical subject areas, such as building, civil engineering or installation technology.

The training requirement can also be met through equivalent training in another country within the European Union or the European Economic Area.

The educational requirements do not apply to applicants with at least ten years of practical experience within the areas presented below for competences N and K, respectively.

Practical experience

To qualify for competence K, the applicant must have practical experience from at least two of the areas indicated above. The experience shall mainly be from projects related to the competence to be obtained.

The practical experience must have a total duration of at least:

  • four years, of which at least two years from one and the same area, if the general technical knowledge has been obtained from a master's degree in engineering at a university of technology or an architectural degree with a specialization in the field of construction at a university of technology
  • six years, of which at least three years from one and the same area, if the general technical knowledge has been obtained from a lower degree in engineering at a university of technology, 180 higher education credits, and
  • eight years, of which at least three years from one and the same area, if the general technical knowledge has been obtained from the lowest degree in engineering at a university of technology, 120 higher education credits, or engineering education at a previous three- or four-year technical upper secondary school.

Knowledge of legislation and further requirements

The applicant must have documented knowledge of the Planning and Building Act (2010:900), PBL, the Planning and Building Ordinance (2011:338), PBF, and the regulations and general advice that have been issued on the basis of these statutes. The applicant must also have documented knowledge of contract law and the Consumer Services Act (1985:716).

In addition, the applicant must have understanding of the Completion Protection Act (2014:227), the Swedish Environmental Code (1998:808), the Waste Ordinance (2020:614), the Act on Shelters (2006:545), the Ordinance on Shelters (2006:638), the Work Environment Act (1977:1160), the Civil Protection Act (2003:778) and the Cultural Environment Act (1988:950). The applicant must also have understanding of quality control schemes.

The knowledge and the understanding shall be relevant to the construction field.

The inspection manager shall be suitable for the task.

How to get your qualifications or education from another EU or EEA country assessed and validated

Foreign education and professional experience will be assessed and validated by the Swedish Board of Housing, Building and Planning, Boverket, which will then issue a decision on recognition of professional qualifications.

After receiving Boverket's decision on recognition of professional qualifications, the applicant can turn to an appropriate certification body, which examines the other prerequisites for certification.
