Spatial planning is not a competence of the European Union but of the Member States. Within Europe the countries co-operate however within transnational, macro-regional and regional development projects – inside as well as outside the union. VASAB
Vision and Strategies around the Baltic Sea (VASAB) is a co-operation between countries around the Baltic Sea regarding a sustainable social, economic and environmental development of the Baltic Sea Region. The Committee on Spatial Development sets up projects on the basis of policy initiatives defined at ministerial conferences.

The EU Regional policy
In 1999 the European Union (EU) member states approved the European Spatial Development Perspective (ESDP), which aims to promote polycentric regional structures and sustainable development through spatial planning.
The Subcommittee for Territorial Cohesion and Urban Matters, jointly run by the European Commission and EU member states, is currently working on regional and urban development perspectives.

The ESPON Programme
The European Spatial Planning Observation Network Programme (ESPON) has been designed to improve the knowledge of territorial structures, trends and policy impacts in the enlarged European Union.
In Sweden, the Programme is implemented by the Ministry of Enterprise. The Swedish national contact point for the programme is Royal Institute of Technology.

The Baltic Sea Region INTERREG IV B Programme
Co-operation on regional development and planning in the countries around the Baltic Sea – also including Norway, Russia and Belarus – is financed through the European Regional Development Fund (ERDF). The programme aims to increase the region’s cohesion and improve competitiveness.

The North Sea INTERREG IV B Programme
This co-operation on regional development and planning around is carried out by seven countries in the North Sea Region: Sweden, Denmark, Germany, the Netherlands, the Flemish region of Belgium, the UK and Norway. The Programme aims to support the development of innovations, improved environment, increased accessability and competitive communities around the North Sea, enhancing a genuine transnational perspective. The Programme is financed the European Regional Development Fund (ERDF).

EUROPEAN SUSTAINABLE CITIES
The Leipzig Charter, dealing with the sustainable development of our European cities, was approved at the informal ministers meeting on urban development and territorial cohesion May 24-25, 2007. Now, Member States and organisations try to develop a “next step” – a Reference Framework that could support the local and regional governments to evaluate and implement the aims that are declared in the Leipzig Charter. The National Board of Housing Building and Planning is participating in the work on behalf of the Swedish Government.

European Working Group on Land Use Planning
The assignment of the European Working Group on Land Use Planning is to provide specific and detailed guidance on the implementation of Article 12 of the Seveso II Directive for addressing the issue of land-use planning. The guidance shall include the development of guidelines defining a technical database to be used for assessing the compatibility between the establishments covered and the sensitive areas listed in Article12. A report is expected to be delivered in summer 2006.
