The Division of Building Construction

The Division is responsible for building regulations and national subsidies for housing and energy efficiency measures.

The Building and Management Unit

is responsible for detailed mandatory provisions and guidelines on essential technical requirements on works except for roads and connecting civil engineering works. The unit is especially working with the building as a system applied to sustainable construction, reconstruction and building management. The unit also takes part in standardization on a national and EU level with regard to essential technical requirements on works such as safety, protection for health and energy efficiency. The unit is also responsible for the Swedish implementation of the EC directive on energy efficiency in buildings and the EC directives on lifts, cableways and hot-water boilers. The unit is also representing Sweden in the Standing Committees of these directives.

The Building Regulation Unit

gives legal advice in the development of regulations on essential technical requirements on works and especially on buildings. The unit is responsible for more detailed regulations on user safety as well as national essential requirements on buildings such as suitability, accessibility and usability for disabled persons. Another task for the unit is representing Sweden in the development of the EC directive on Construction Products. The unit is also assisting the Government and other National Agencies in EU- related areas in the construction field. The Swedish market surveillance on construction products is another task for this unit. The unit assists courts of law with expertise when building permits are appealed and gives guidelines for the municipal authorities in the building permit area. The unit is responsible for supervision on a national level of the state of art in the building control area.

The Subsidy Unit

administrates and supervises governmental financial support to new and existing buildings. It also issues administrative regulations and provisions for this support. There are subsidies for energy efficiency improvements, reduction of radon radiation and housing for elderly. Most subsidies are applied for at the county administrations who decides on these matters but the money is distributed from this unit at Boverket. It also decides on appeals against the county administrations decisions and it also evaluates the effects of the subsidies. The unit also assists courts of law with expertise when municipal authorities’ decisions on financial aid for creating barrier free homes are appealed and also gives guidelines to the municipal authorities responsible in this area. The unit is also working with national goals for the improvement of the built environment for disabled persons.
