Paper presented at the ENHR Conference “Housing in an Expanded Europe: Theory, Policy, Implementation and Participation” July 2-5 2006, Ljubljana, Slovenia.

Housing policy is formally not a question for the EU. The responsibility falls strictly under the compentence of the Member States. However, the importance of these questions has led the Housing Ministers to state the need for debate on the problems at hand and an exchange of information as to solutions. To create an opportunity for such discussions informal Housing Ministry meetings are held yearly. These meetings are hosted by the country then in charge of the EU Presidency.

In advance of the EU meetings information on the development of public policies and the housing markets is collected from the Ministries in each country in the form of national reports. The Swedish National Board of Housing, Building and Planning contributes to this work. The national reports are then compiled and summarized in a synthesis report which is presented at the Informal Meeting of the European Union Housing Ministers. This year the synthesis report is being prepared by France.

Retailing affects us all. The location of shops is vital to the individual and to urban development. With this publication, the National Board of Housing, Building and Planning wants to point out the requirements set and the opportunities offered by the Planning and Building Act when planning retailing and other services. Do we meet the requirements? Do we make the most of the opportunities? Are we partly on the right track?
