Sustainability by Sweden
We believe that a sustainable urban development is built with a holistic approach, a good transversal integration of all sectors and an active participation of many different parties. We strongly support transparent decision processes that are engaging the inhabitants. Read more about this in the booklet “Sustainability by Sweden”. Reference Framework for European Sustainable Urban Development
Urban Development is not a competence of the European Union. However, the member states have agreed on a co-operation to develop a reference framework and internet tool. The co-operation emanates from the Leipzig Charter, which is dealing with the sustainable development of our European cities, in particular with a better integration of deprived areas. The Charter was approved at the informal ministers meeting on urban development and territorial cohesion May 24-25, 2007. During 2009 and 2010, on a French initiative, the member states and organisations developed a first step of a Reference Framework. The idea is to support local and regional governments to evaluate and implement the aims that are declared in the Leipzig Charter and to stimulate sustainable urban development matters with a holistic and cross sectoral approach.
At the ministers informal meeting in Toledo, 22 June 2010, the further development of this web-based tool was supported from the member states. The European Commission will finance the ongoing work. The tool is evaluated within the URBACT programme by cities in a pilot study project called LC-Facil. In this pilot study the City of Gothenburg is taking part. A call for further pilot cities has resulted in 60 European pilot cities that will start their evaluation of the tool in March 2011. Umeå and Uppsala take part from Sweden. The National Board of Housing Building and Planning is participating in the work.
